The safety kernel, for the people who work the municipality

Duress, man-down, lone worker, escalation and evidence are shipping platform capability, the same runtime deployed in healthcare. A council's workforce is exactly who they were built for.

Duress at the counter or in the field

A librarian presses a fixed button; a field worker presses a wearable. Either way the event is priority one at origination, and nothing in your configuration can downgrade it. It carries the caller's resolved location with quality and freshness attached.

Lone-worker check-in and man-down

A crew member working alone at a remote reserve checks in on a schedule; a missed check-in or a no-motion event escalates without anyone pressing anything. The liveness clock is platform-owned, so a worker who goes quiet is never silently forgotten.

Escalation that cannot lapse, evidence that stands

A closed-loop, tiered ladder climbs until a human acknowledges. It is restart-safe, with deadlines held in the database. One acknowledgement stands the alarm down everywhere, and the whole sequence lands on a tamper-evident audit trail with replay.

A coordination layer, not an emergency service

WillowCreek is a coordination and intelligence layer for the municipality. It is not a replacement for the emergency services, and the pack is specified never to position it as one. Triple Zero, police, fire and ambulance remain exactly what they are. What the platform adds is the council's own side of the picture: where its crews, vehicles and assets are, what is happening on its estate, and who is responding, sharable with the agencies that need it, when they need it.

The drivers the pack is specified to serve are the ones councils actually answer to: the model WHS duties owed to remote and isolated workers, the Privacy Act 1988 (Cth) and Australian Privacy Principles, and the state emergency-management arrangements the council coordinates within, never in place of. On privacy, the position is plain: public-realm analytics are anonymous and aggregated by design, and staff location is zone-level, purpose-limited and audited on every access.
